TORONTO—As governor of the Bank of Canada from 1961 until 1973, Louis Rasminsky spent much of his time travelling to Washington to negotiate exemptions for Canada from tough U.S. measures brought in by successive administrations to address their pressing trade and balance of payments problems. This was shuttle diplomacy with high stakes, and exemptions usually came with a price tag.
